The Behavioral Health Services Department is dedicated to supporting wellness and recovery by offering caring, well-planned programs and services for individuals, families, and the community across Santa Clara County.

Services provided by our mobile response teams

Our teams offer a wide range of services to support individuals and families during and after a crisis, including:

  • Follow-up care after a crisis for individuals and families
  • Referrals to helpful resources and coordination of care
  • Mental health evaluations and assessments
  • Crisis intervention, calming strategies, and safety planning
  • Help to avoid hospital stays, homelessness, or jail when possible
  • Support for parents and caregivers by connecting them to community resources
  • Help identifying healthy coping strategies
  • Short-term stabilization services
  • Evaluations to determine if someone meets the criteria for a 5150 (involuntary psychiatric hold)

What is TRUST?

The Trusted Response Urgent Support Team (TRUST) provides fast, compassionate help to adults experiencing a mental health or behavioral crisis. When you call, the team will first try to help over the phone. If needed, they can send a trained team to your location to provide in-person support.

What does the TRUST team do?

  • Screen for behavioral and medical needs
  • De-escalate and stabilize crisis situations
  • Provide short-term help and connect you to longer-term resources
  • Transport individuals to a safe place for further support, if needed

Who is on the TRUST field team?

  • A Crisis Intervention Specialist
  • A First Aid Professional
  • A Peer Support Specialist

All team members are trained in crisis intervention, de-escalation, and stabilization. They work with compassion and cultural humility, using a peer-based approach to build trust.

Available to: Children, youth, and young adults (ages 4–20) living in Santa Clara County

What is MRSS?

Mobile Response and Stabilization Services (MRSS) provides fast and caring help for children, teens, and young adults who are going through a mental health crisis. The goal is to support youth and families in the community, reduce the need for emergency room visits, and connect them to long-term care.

What does MRSS do?

  • Offers 24/7 in-person or phone support for youth in crisis
  • Provides safety assessments and crisis counseling
  • Works to stabilize the situation in the home or community
  • Follows up after the crisis with support, referrals, and help connecting to services
  • Coordinates care with existing providers or helps find new ones if needed

What is MCRT?

The Mobile Crisis Response Team (MCRT) offers fast, in-person help to adults experiencing a mental health crisis anywhere in Santa Clara County. Trained clinicians respond directly to the crisis—whether it’s at home, in the community, or another location—to provide support and help stabilize the situation.

What does MCRT team offer?

  • Crisis screening over the phone or in person
  • On-site intervention and support wherever the crisis is happening
  • De-escalation services to help calm the situation
  • Referrals and connections to community resources and ongoing care

Who is on the team?

MCRT teams are made up of master’s-level clinicians trained in crisis intervention and mental health care. They may work with law enforcement, crisis hotlines, family members, and community partners to provide the most effective support.

Approach:

Clinicians use cultural humility and follow best practices in all interactions to ensure compassionate, respectful care.

Language Support:

Services are available in over 200 languages through a language service line.

County of Santa Clara's Psychiatric Emergency Response Teams are dedicated two-person units comprised of a deputy or officer and a licensed mental health clinician. PERT provides a joint response for 911 calls for service that occur in designated law enforcement jurisdictions regardless of insurance status. 

PERT provides rapid crisis response for situations that require a law enforcement presence. The teams arrive in an unmarked vehicle, and PERT officers are dressed down to provide a more approachable, de-escalated response. 

PERT Clinicians are licensed mental health clinicians who are trained to work with law enforcement, conduct mental health evaluations and assessments, and assist in determining the appropriate disposition supporting individuals' needs and safety. PERT units have received Crisis Intervention Team (CIT) and Hostage/Crisis Negotiation training. 

Psychiatric Emergency Response Team services include the following:

  • real-time crisis response and intervention
  • threat mitigation, de-escalation
  • connect or refer people to community resources
  • referral to Peer Linkage follow-up support to reduce future encounters with law enforcement
  • diversion from EPS and Jail whenever possible

Clinicians use a cultural humility and best practice approach in their service delivery.

Over 200 languages are available through a language service line.

PERT is currently operational at two law enforcement agencies in County of Santa Clara:

  • Sheriff’s Office
    Sunday - Friday, 1:00pm to 11:00pm
    Responds to Unincorporated Santa Clara County, and Cities of Cupertino, Saratoga, Los Altos Hills
  • Santa Clara Police Department
    Tuesday - Friday, 7:00am to 5:30pm
    Responds to City of Santa Clara
